緣起
100年11月30日公布修正「兒童及少年福利與權益保障法」,對於國內收出養制度有多項重大之變革,包括國內收養優先;非血緣及旁系六等血親或五等姻親關係外的收養皆需透過領有政府核發從事收出養服務執照的財團法人或兒童及少年安置教養機構來媒合,過去透過親友介紹的私下收養方式已經不合乎法律規定;親戚間收養和收養配偶孩子,也需要接受準備教育課程以利法官裁定認可收養。

臺北市政府社會局為了因應收出養新制上路,建構收養友善環境,協助有意收養孩子或想為孩子找收養家庭的民眾提供單一、專責、便利的服務窗口,協助民眾取得完整資訊,減少自行蒐集相關資源的不便與耗費的時間精力,故於民國101年6月使用臺北市公益彩券盈餘分配基金委託兒童福利聯盟文教基金會,率先全國成立「臺北市兒童及少年收出養服務資源中心」。

期藉由全臺首推之收出養資源整合性服務,建構完善的臺北市收出養服務網絡,為市民、收出養相關機構、相關專業人員等,提供豐富多元的收出養服務訓練課程、資源及經驗分享平台;並與相關的收出養機構集思廣益,彙整本土化的收出養評估指標。希望透過兒盟多年的收出養專業實務經驗,讓臺北市兒童及少年收出養服務資源中心成為未來臺北市政府建立收養友善環境相關政策的建制依據,進而與其他縣市分享交流,以推展嘉惠全國民眾,全面帶動我國收出養服務之品質,一同與孩子共創更好的世界。
The amendment of Children and Youth Welfare Act on Nov. 30th in 2011 brought evolutional changes to the adoption in Taiwan. It is officially regulated that the domestic adoption be preferred over the inter-country adoption. In addition, the private adoption is prohibited that all adoption cases now must be mediated via child and juvenile organizations or care institutions that are licensed by the government. The only exceptions are the adoption cases of which the adoptee and adopter(s) are within sixth degree of relationship by blood or fifth degree of relationship by marriage.

For the convenience of the public, including those who seek to have their child adopted and those who want to adopt, Department of Social Welfare, Taipei City Government utilized Lottery Distribution Fund of Taipei City and commissioned Child Welfare League Foundation R.O.C. to establish and maintain the TaipeiCityAdoptionResourceCenter in June of 2012. The general public no longer has to make inquiry about adoption at respective organization or institution; they can simply contact the Center for comprehensive and detailed information.
